This installer is not signed yet. The first time you run it, Windows SmartScreen may show "Windows protected your PC". That message appears for any program without a publisher signature.
Run it only if you got the file from this page, and the SHA-256 above matches your copy. To check, open PowerShell in the download folder and run Get-FileHash .\<file name> -Algorithm SHA256. If the values match, choose "More info", then "Run anyway".
The installer is for Windows and installs for the current user.
